UK Councils Plan to Dispose of Community Hubs and Sports Centres to Balance Books

Based on a recent poll of local authorities, English councils are preparing to sell social clubs, athletic facilities, and shopping arcades as they bet on a rapid disposal of properties to balance the books.

Increasing Financial Challenges Drive Asset Sales

The Key Cities Group for second-tier cities in England stated that 60% of local authorities are intending to sell assets to cover the escalating costs of adult and children’s social care.

Councils have in the past come under fire for disposing of playing fields and open spaces to shore up their budgets, but they contend they must continue to generate essential revenue from asset sales or declare themselves bankrupt.

The group said that a significant number of councils attempting to generate funds from a quick sale of assets marked “a distinct shift from 2024, when the majority (60%) of municipal officials said they would focus on restructuring services and utilising savings to manage growing fiscal pressures.”

Specific Cases of Planned Sales

One local authority in Kent said its property management strategy included the sale of a retail complex in Rainham and a social club in Rochester to raise 20 million pounds over the next half-decade.

  • Gillingham golf club and commercial properties owned in two English counties, which all generate rent for Medway council, will also be disposed of under the plan.

Local Levy Rises and Wider Fiscal Pressures

The survey of local authorities in the coalition, which includes several urban centers, further found that more than 70% of authorities will need to increase local levies next spring to address the growing cost of core provisions, increased rates of housing insecurity, and a longstanding accommodation deficit.

Medway council explained it will press ahead with asset sales after steep rises in the cost of youth support, support for vulnerable learners, adult social care, and short-term housing.

“We are taking innovative approaches but certain measures require time to deliver both better provisions and cost efficiency,” said a council leader.

He continued: “We face demographic pressures which will continue to increase the strains we have. As a unitary authority, we had a drastic reduction in our central funding from 2010-24, which is very challenging.”

National Trends and Forecasts

A survey of regional authorities this week further found council budgets being stretched by the growing number of children and adults requiring Send support.

A network of councils said that council deficits will reach 4.4 billion pounds a year by the end of the decade, as they struggle to manage rising needs.

Government officials have delayed planned reforms to the special educational needs framework until next year after a policy document setting out those reforms was recently delayed.

Deprivation and Funding Shortfalls

Based on the most recent indices of deprivation (IMD) for UK local authorities, several participating urban areas were included in the most deprived in England.

  • “Member cities like Hull, Bradford, Stoke-on-Trent, Sunderland and Wolverhampton rank in the top 30 nationally under the 2025 IMD measures,” noted the report.

“While only one key city is among the ten most deprived for disadvantaged communities nationally, cities are much more prone to be in the worst-off 20% of the nation. The figures highlights the extent of challenges confronting municipal officials across major urban centers in the coming year,” the analysis added.

“Local government leaders have been explicit about the necessity for a equitable and lasting funding system that reflects and addresses the actual extent of disadvantage and demand,” stated a council leader.

“Lacking this, local authorities will persist to face difficult decisions around which vital provisions to fund, and which to cut, to the detriment of their communities.”

One in five of local authorities have cut or compromised social care provision in the last year, the survey revealed.
