The Former President's Woke Warning Overlooks Europe's Real Danger: Economic Decline.

The recent US national security strategy offers a misguided assessment of Europe. The document asserts that open-border policies and so-called "progressive" agendas represent an grave threat to European civilization. However, this perspective rests on a serious misinterpretation of the reality. The true challenge confronting Europe is not cultural but economic and technological backwardness.

A Glaring Growth Divide Between the US and Europe

The data paint a sobering picture. From 2008 and 2023, US GDP grew by 87%, compared to a mere 13.5% increase for the EU. During this period, European income per person fell from 76.5% to just 50% of the US level. Strikingly, even the poorest US state now boasts a greater average income than several leading EU nations like Italy and France.

Today, about 50% of the global 50 largest technology firms are American, while a mere four are from Europe.

The Innovation Deficit: A Critical Problem

This widening disparity stems from superior efficiency gains in the US, largely due to technological innovation and higher total factor productivity. The scene of world technology leadership is decidedly US-centric. In the last five decades, hundreds of American startups have scaled into companies valued at over $10bn, compared with just 14 in Europe.

This disparity prompts a vital issue: As the competition for future industries like AI, semiconductors, and quantum computing, where does Europe stand? Most analysts agree it is largely a two-horse race involving the US and China, with European nations entering at a significant handicap.

Root Causes of the Continent's Technological Lag

A number of key reasons account for this innovation chasm.

  • Financing Ecosystem: The US boasts a far deeper and agile system for funding startups. The EU has yet to establish a genuine capital markets union, a factor that caps the growth potential of emerging companies.
  • Bureaucratic Hurdles: Excessive and fragmented rules hamper Europe. A American entrepreneur can introduce a product under a single set of laws to access a market of over 330 million. The EU, despite a bigger population size, is divided among twenty-seven different national systems, creating huge internal barriers.
  • Cultural Attitudes: Views on risk-taking differ sharply. In parts of Europe, a startup's collapse was historically met with stigma, whereas in the United States, it is often seen as a badge of experience.
  • Defense Spending: The United States enjoys a deeply integrated innovation pipeline linking defense and academia. Europe's long-term lack of spending in military capabilities has eroded its ability in breakthrough innovation.

A Path Forward: Grounds for Hopefulness

Despite these hurdles, there are causes for hope. European leaders are growing more conscious of the severe threat and have started to propose serious reform. Notable analyses on EU competitiveness and the single market point to the necessity of sweeping reforms.

Given appropriate incentives and regulatory reforms, these assets could support far greater levels of business-led breakthroughs.

The continent still possesses considerable advantages: high-quality human capital, top-tier education systems, and premier labs. Coupled with a large internal market and high savings rates, these elements could unleash a new wave of venture creation.

Crucially, even if Europe does not take the lead in developing cutting-edge technologies, it can still dramatically boost economic output by implementing and tailoring innovations from elsewhere.

An Inflection Point

The European Union now stands at a critical crossroads. As the saying goes, decline often happens "slowly, then all at once". To date, Europe's slide in innovation has been gradual. However, if it fails to take decisive action to tackle its structural weaknesses, today's slow erosion could give way to a sudden and irreversible decline in global economic relevance.
