The Collapse of the 28-Point Ceasefire Plan for Ukraine: Why Diplomatic Efforts Continue to Stumble

Europe felt a moment of respite on Monday, as the tension caused by the announcement of a new comprehensive peace framework for ending the war appeared – momentarily – to have been defused. A Washington representative spoke of "significant advancement" after diplomatic discussions in Geneva. On Monday night, Russian leadership made its retaliation: another massive barrage of missile and drone strikes on Kyiv.

The Pattern of Negotiation and Warfare

The chain of contrasting events captured the bleak nature of the current period. By day, negotiation efforts are fought: optimistic declarations are issued from multiple capitals. Significant resources is expended on managing specific proposals. By night, Russian leadership brutally reminds the world that, for them, war remains the key method for achieving "resolution".

Nocturnal Warfare

As military strikes progressed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was exposed. Ukraine is capable of detecting rocket firings from Russian territory, a capability provided through timely intelligence. From witness perspectives, military aircraft that had been deployed to counter approaching cruise missiles streaked across the sky – sophisticated military planes delivered to Ukraine by NATO members.

Moments later, Kyiv's air-defence systems thundered: multiple launches targeted at a incoming threat. This was a modern interception technology at work, presumably supplied through partner states. Every firing jolts you unexpectedly, causing tremors. The instant of fear quickly becomes sober acceptance: possibly the incoming missile won't hit its mark this time, sparing the city from catastrophe and further power outages.

Ongoing Risks

Not long after, a heavy machine gun opened up on a aerial vehicle close by, part of a mobile-fire group – probably imported technology. Sadly, the shots failed to hit the enemy aircraft – it continued its flight toward its objective.

Periodically, this continued until dawn. Kyiv awoke to the daybreak reports: several casualties, devastation and heating outages in numerous residences as a result of the nocturnal offensive. As always, everyone still maintained normal activities – living the war. But those full day encapsulated Ukraine's vital need on external assistance – a reliance that European nations are clearly incapable to fill in the immediate future.

Unsuccessful Negotiations

The detailed framework from American leadership generated strong feelings, debate and profound anxiety – and temporarily diverted attention from Ukraine's major integrity crisis in years. Yet, we have witnessed similar scenarios, after previous diplomatic encounters and bilateral conferences.

Every new proposal from Washington unfolds according to the identical sequence: a political offensive against Ukraine, which Kyiv, with partner nations, manages to fend off. They stabilise the situation but never actually secure success. This cycle will, undoubtedly, endure.

Strategic Calculations

It is easy to blame certain parties of consistently pushing Russian terms. But that does not seem to be the whole story. Washington works based on a principle well known to seasoned negotiators: you cannot secure via talks what you have failed to defend militarily. The White House presumes that it is impossible to compel Moscow to abandon the areas that it already controls in Ukraine's occupied territories.

The problem is that while acknowledging this situation, American administration does little to prevent Kremlin actions, through diplomacy or military means, from assuming that the status quo will not shift further in its favour in the months ahead.

Conflicting Perspectives

Therefore, Russian leadership is confident that time is on his side – that Ukraine and its allies are nearing depletion. Their motivation to agree to terms that does not give them the greatest potential benefit is almost completely absent. There may be numerous efforts to stop fighting, but they will persist as long as Russia's leadership remains supremely confident in the result.

On the contrary, Ukraine's government believes that Ukraine can still persist, gradually sacrificing lives and land but preventing a total frontline collapse until situations evolve in its benefit.

Present Conditions

Factually, there are no genuine requirements for a ceasefire. Now, personal considerations are becoming relevant: personal goals to mediate resolution and secure international recognition, and Kyiv's twin challenges – on one hand, not to estrange crucial supporters, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their attention does not shift toward domestic problems. And although their objective will now be significantly challenging after current events, it remains highly unlikely that this will alter their fundamental strategy.

These opposing factors are guiding negotiations.

Summary and Prospects

It took a only one week to kill the proposed articles of the latest plan. Assertive and inconsistent approach of the matter by Washington, opposition by Ukraine and the other European countries, along with calming attempts of diplomats, and finally, recent disclosures, all achieved their purpose.

While new initiatives based on old ideas are approaching, Kyiv, London and other European capitals should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show particular unwillingness to modify developments, if they remain united and strengthen their defence capabilities at a much faster pace. If they do, neither political nor armed coercion will be able to overcome them. In the meantime, Ukraine's capability to defend against evening bombardments will, for the foreseeable future, primarily depend on sustained allied backing.
